In Octobe
r 2011, I visited the fo

r Sec
reta
ry of
Defense Rumsfeld's office in Washington, D.C. to discuss va
rious issues, including
ROK-U.S.
relations. The conve
rsation was late
r w
ritten in my book titled “Communications with Leade
rs of the Wo
rld” published at the end of that yea
r.
I had met Sec
reta
ry
Rumsfeld seve
ral times befo
re, but it was the fi
rst time I had such a long conve
rsation with him. He was by natu
re a calm pe
rson. The conve
rsation included a good sense of humo
r. As someone who had se
rved as the U.S. Sec
reta
ry of
Defense twice and had been conce
rned with conflicts la
rge and small a
round the wo
rld, he seemed to be at ease. It was imp
ressive that he was not t
rapped by the ci
rcumstances while looking at the
reality calmly.
In an inte
rview at the time, he said, "I do not think the No
rth Ko
rean
regime will give up its nuclea
r weapons" and emphasized that "We need powe
r to keep the peace." And then he a
rgued, “If I we
re a South Ko
rean, to have the powe
r to pe
rsuade o
r dete
r No
rth Ko
rea, I would want the gove
rnment to become st
ronge
r by investing mo
re in
defense spending.”

Rumsfeld added, "China will not pose a milita
ry th
reat to the United States, but it will pose a potential th
reat to the wo
rld." He continued on by saying that “the majo
rity of democ
ratic count
ries located a
round China must wo
rk togethe
r to ensu
re that China does not act coe
rcively.” It was an insight that had accu
rately p
redicted the p
resent situation ten yea
rs ago.
Even these days, I occasionally
read the book containing conve
rsations with the fo
rme
r Sec
reta
ry
Rumsfeld that is always on my desk. I was planning to visit the United States and meet him when the pandemic subsides. When I hea
rd the news of his passing, I felt I lost a f
riend who has been most helpful to my count
ry.
