Georgy Toloraya

Prof. Georgy Toloraya is the Director of the Center for Asian Strategy at the Institute of Economics and Chief Researcher at the Institute of China and Contemporary Asia of the Russian Academy of Sciences (RAS). He also serves as Academic Supervisor at the School of Asian Studies at the Higher School of Economics (HSE) University. As a former diplomat, he served two postings in North Korea, then as Deputy Chief of Mission at the Russian Embassy in South Korea, and later as the Deputy Director-General of the 1st Asian Department of the Russian Ministry of Foreign Affairs. He later worked as the Consul General of Russia in Sydney. He also served as a member of the Panel of Experts of the United Nations Security Council Committee pursuant to Resolution 1718 (2019- 2024). He previously worked at several academic institutions, including the Institute of World Economy and International Relations (IMEMO) and the Institute of Economics at the RAS. He was a Visiting Fellow at the Brookings Institution. He has published many articles and books on East Asia and global governance. Prof. Toloraya received his Ph.D. in Economics and was awarded the title of Full Professor.
