Speaker
The Hon. Michael Kirby served as the Justice of the High Court of Australia from 1996 to 2009. He also served as the President of the International Commission of Jurists (1995-98), member of UNESCO International Bioethics Committee (1996) and President of the Court of Appeal of Solomon Islands (1995-1996). He was member of the World Health Organisation’s Global Commission on AIDS (1988-1991) and Special Representative of UN Secretary-General for Cambodia (1994-96). In 2013 the Hon. Kirby was appointed to head the UN commission of inquiry to investigate human rights violations in the Democratic People’s Republic of Korea His special concerns have included human rights, the rule of law, the independence of the judiciary and the impact of science and technology on society and its laws. In the past he has been involved in issues raised by HIV/AIDS, including sexuality and the law.
Shin Chang-Hoon
Research Fellow
Dr. SHIN Chang-Hoon is a research fellow in the Nuclear Policy and Technology Program in the Center for Global Governance at the Asan Institute for Policy Studies. Previously, Dr. Shin taught public international law, international organizations, international economic law and the law of the sea at Seoul National University and Myongji University. Dr. Shin has been an active participant in international conferences held at the International Maritime Organization and is a member of the Compliance Group established by the 1996 London Protocol to the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter. Dr. Shin’s research focuses on dispute settlement, the law of the sea, international environmental law, international humanitarian law and the study of the nonproliferation regime. He received a B.S. and an L.L.M from Seoul National University, and a D.Phil. from the University of Oxford.
Hahm Chaibong
President
Dr. HAHM Chaibong is the president of the Asan Institute for Policy Studies. Previously, he was a senior political scientist at the RAND Corporation in Santa Monica, California, professor in the School of International Relations and the Department of Political Science as well as the director of the Korean Studies Institute at the University of Southern California, Director (D-1) of the Division of Social Sciences Research & Policy at UNESCO in Paris, and a professor in the Department of Political Science at Yonsei University. Dr. Hahm is the author of numerous books and articles, including “China’s Future is South Korea’s Present,” Foreign Affairs, (Sep/Oct 2018), Hanguk Saram Mandeulgi (Becoming Korean), Vols. I, II, (Asan Academy, 2017), “Keeping Northeast Asia ‘Abnormal’: Origins of the Liberal International Order in Northeast Asia and the New Cold War,” Asan Forum (Sep., 2017), “South Korea’s Miraculous Democracy,” Journal of Democracy (Jul., 2008), “The Two South Koreas: A House Divided,” The Washington Quarterly (Jun., 2005), and Confucianism for the Modern World (co-edited with Daniel A. Bell, Cambridge University Press, 2003).
